Kaliningrad e-visa 2026

Kaliningrad entry in 2026

Last checked: 2 September 2026 against evisa.kdmid.ru.

This page walks you through the Russian e-visa for Kaliningrad. You apply on the official site of the Russian Foreign Ministry: evisa.kdmid.ru. For most travellers from the EU, the EEA and Switzerland, this is the simplest option. There are other ways in: a regular visa through a consulate, or visa-free entry if your passport allows it. Not every nationality is eligible, and the list can change, so check the site first to see if yours is included. US, UK, Canadian and Australian passports cannot use this e-visa.

Check the four points below first. The steps come after that.

Step 1: Get Your Travel Health Insurance

Valid travel health insurance is required to enter Russia. Your policy has to cover Russia for the exact dates of your trip. That is harder than it sounds: many standard “worldwide” plans now exclude the country. You can still buy short-term cover online before you leave.

Mandatory Coverage: Must provide a minimum medical coverage of €30,000 valid across the entire Russian Federation.

Full Medical Protection: Must cover emergency medical treatment, hospitalization, urgent care, and medical repatriation costs.

Fast Online Booking: Can be easily purchased online for short-term stays to cover the exact dates of your planned travel itinerary.

Step 2: Securing Your E-Visa & Documents

The Russian e-visa is the simplest option for most European travellers heading to Kaliningrad. It is fully digital and has to be applied for before you travel.

Eligibility: Available for citizens of 60+ countries, including Germany, Austria, Switzerland, Poland and most of the EU. Check the official list before you apply.

Validity: You can stay up to 30 days. That stay has to fall inside the visa’s 120-day validity. Arrival and departure each count as a full day.

Processing & Timeline: Applications are processed within 4 calendar days. You can apply no earlier than 86 days and no later than 4 days before you enter.

Consular Fee: The fee is usually around €49–52. Children under 6 pay nothing. The exact amount depends on the exchange rate shown on the official site.

Exclusions: Citizens of the United States, the United Kingdom, Canada and Australia cannot use the e-visa. They need a regular visa from a consulate.

Visa Compliance & Rules for Your Stay in Kaliningrad

The 7-Day Registration Requirement

If you stay in Kaliningrad (or anywhere else in Russia) for more than 7 business days, registering your place of stay is a mandatory legal requirement. Weekends and public holidays do not count toward these 7 days.

  • Host Responsibility: Legally, the responsibility for processing your registration lies with your hotel or private host. Your only task is to give them your travel documents upon arrival on day one.
  • The Migration Card: At border control, you will receive a small form called a migration card. Keep it safe: your host needs it for the registration, and you should present it when you leave. Losing it does not usually stop you from exiting, but you may need a replacement first. It can also mean delays, a fine, or problems with later visa applications.
  • Hotels & Hostels: Official accommodation (hotels, hostels and guesthouses) must handle your registration at check-in for the duration of your planned stay. This is standard procedure and requires no further action on your part.
  • Private Stays & Airbnbs: If you stay with friends, relatives or in a rented apartment, your host must submit the forms at a local post office or MFC within 7 business days. Apartment hosts sometimes neglect this, so make sure they complete the process and give you proof of registration.
  • Proof & Penalties: Keep the stamped tear-off portion (отрывная часть) of the registration document inside your passport. Police may ask to see it during document checks. Failure to register can lead to a fine of 2,000 to 5,000 RUB.

What if you change locations during your trip?

  • Moving to a new Hotel: Switching to a different hotel or hostel triggers a new registration by the new staff on the next business day after arrival, even if you only stay one night.
  • Moving to a new Private Address: That address only has to be registered if you stay there for more than 7 business days. The owner or the person you stay with files a notification of arrival at a post office, an MFC or via Gosuslugi.

What if you book an apartment instead of a hotel?

  • The owner or the person you stay with is responsible for the registration, not you. Many private apartments in Kaliningrad never ask for your passport or migration card. That usually means you have not been registered and will not get the tear-off slip. For 7 business days or less this is often not required. After a hotel check-out you may no longer appear in the register, so ask before you book and get the slip while you are there.
  • If nobody checks your papers, this often passes without consequence. Street checks of western tourists are uncommon in Kaliningrad. If the police do stop you and you have no registration, you can be fined. It is rarely more than that if your visa is still valid.
The 30-Day Stay Limit & Overstay Policy

Your e-visa allows a maximum stay of 30 days. This is a fixed deadline that you cannot extend under standard circumstances while inside Russia.

  • Calendar Day Calculation: The permitted period of stay is calculated strictly by calendar days, not by net hours. The concept of 720 hours of net time does not apply under Russian immigration law.
  • Arrival and Departure Days: Both the day of arrival and the day of departure are automatically counted as full, separate days, regardless of the exact time you cross border control. For instance, clearing passport control at 23:30 counts as utilizing your entire first day.
  • Date Verification: Work out your last legal day in advance. Count calendar days, not a rough guess.
  • Transit and Transport Delays: Border authorities do not accept transport delays, traffic jams or missed connections as an excuse. If a delayed bus or train means you reach the checkpoint on day 31, that is an overstay.
Mandatory Documents & Identity Checks

Police in Russia can stop you for an ID check. It is uncommon for western tourists in Kaliningrad, but you should still carry your original documents when you leave the hotel or apartment.

  • Physical Passport: You must carry your original passport. A photocopy or a photo on your phone is not enough at a street check.
  • Original Migration Card: Keep the small slip you get at the border. You need Part B, the departure half with the entry stamp.
  • Stamped Registration Slip: Carry the stamped tear-off slip (отрывная часть) if your hotel or host gave you one.
  • Printed E-Visa: A copy on your phone is officially fine. Still print the e-visa notification. Dead battery or no signal, and a paper copy is faster.
  • Travel Health Insurance: You need a policy that covers Russia for the whole stay, in English or Russian. A printout or a PDF on your phone is enough; a printout is safer at the border.
Restricted Zones & Border Areas

Your e-visa covers ordinary travel in the Kaliningrad region. It does not cover FSB border zones, closed military towns or other restricted sites. Those need a permit issued in advance by the FSB Border Directorate.

  • Border Security Zones: The width of the zone varies by district. If you go near the land borders with Poland or Lithuania, check whether that stretch needs an FSB permit (propusk) before you travel.
  • Restricted Areas: Baltiysk and the Vistula Spit are generally closed to foreigners. Parts of the Gurievsky, Zelenogradsky, Svetlogorsky, Svetly and Yantarny districts and an eastern pocket in the Krasnoznamensky and Nesterovsky districts are restricted too. Zelenogradsk, Svetlogorsk and Yantarny are reachable for ordinary visits.
  • The Highway Transit Exception: You may pass through restricted areas without a permit if you stay on the main highways or train lines. Unscheduled stops or detours into closed zones are not allowed.
  • Compliance and Consequences: Entering a restricted zone without a permit can mean being turned back and fined. Deportation is possible in serious cases, not the usual outcome for a wrong turn.

Step 3: Getting through the border checkpoints

E-visa approved? Good. Next comes the crossing itself. A bit of prep keeps the queue shorter and customs simpler.

Before you pack, check the live border guide:

Wait Times: Active passenger Telegram channels and fast queue updates.

Border Protocols: What to expect during luggage checks and security phone inspections.

Customs Limits: Clear, up-to-date regulations on cash, fuel, cigarettes, and alcohol.
